Many low-income families are living in unsafe and unsanitary living conditions due to the program’s chronic underfunding by Congress. Rental Assistance Demonstration (RAD)

  In response to the serious repair needs at public housing properties ($49 billion and rising), Congress enacted the Rental Assistance Demonstration (RAD) in 2011 to preserve and improve public housing buildings and other properties in need of preservation resources. In general, the RAD program enables PHAs and owners to change the type of housing assistance provided at certain properties by converting these properties to the project-based voucher (PBV) or project-based rental assistance (PBRA) programs. David Erickson

David J. Erickson is senior vice president and head of Outreach and Education at the Federal Reserve Bank of New York. His areas of research include community development finance, affordable housing, economic development, and institutional changes that benefit low-income communities. Erickson has a Ph.D. in history from the University of California, Berkeley, with a focus on economic history and public policy. He also holds a master’s degree in public policy from Berkeley and an undergraduate degree from Dartmouth College. Erickson has been a leader in the collaboration between the Federal Reserve and the Robert Wood Johnson Foundation in bringing the health sector together with community development. Barbara Sard

Barbara Sard worked at the Center as Vice President for Housing Policy from 2011 to 2019 after 18 months as Senior Advisor on Rental Assistance to HUD Secretary Shaun Donovan. She previously held the director’s position at the Center between 1997 and 2009. She has written extensively on welfare, homelessness and housing issues and is considered a leading expert on the housing voucher program, rental assistance, and issues concerning the intersection of housing and welfare policy. Prior to working at the Center, she was the Senior Managing Attorney of the Housing Unit at Greater Boston Legal Services, where she worked for more than 19 years.
