September 18, 2013: NHLP Submits Comments on HUD's Proposed Affirmatively Furthering Fair Housing Rule

On September 17, 2013, NHLP submitted comments to HUD on the proposed affirmatively furthering fair housing rule, 78 Fed. Reg. 43,710 (July 19, 2013). NHLP's letter, also submitted on behalf of housing advocacy organizations from around the country, expressed support for HUD in issuing the proposed rule as it provides an encouraging step towards fostering inclusive and vibrant communities for all. NHLP applauded the proposed rule's examination of the fair housing mandate through a wide lens that includes factors such as access to transportation, education, and healthcare. NHLP also reflected positively on HUD's new Assessment of Fair Housing (AFH) process, HUD's focus on regionalization in assessing a community's fair housing needs, and HUD's efforts to provide extensive date to programs as a tool for analysis. NHLP advocated for amending the rule so that it promotes desegregation of high poverty areas while being mindful of affordable housing needs within our existing low-income neighborhoods. We also commented on the need for better enforcement, expansion of the community participation requirement as it relates to individuals with Limited English Proficiency (LEP), and strengthening the rule to reflect the fair housing needs of people that experience disabilities.
