March 1, 2013: NHLP Advocacy Results in Strengthened Language Access Policies

San Francisco's new Analysis of Impediments to Fair Housing Choice (AI) has vastly improved language access policies, thanks to the successful advocacy by NHLP's Language Access Fellow, Renee Williams. Under federal law, jurisdictions that receive Community Development Block Grant funds are required to certify to HUD that they will affirmatively further fair housing by conducting an AI within the jurisdictions, taking appropriate actions to overcome the effects of any identified impediments, and maintaining records reflecting the analysis and these actions.

The City and County of San Francisco will incorporate a series of recommendations included in written comments that Williams submitted to San Francisco's Mayor's Office of Housing during the AI public comment period. Among these recommendations are:

  • Translating all tenants' rights information disseminated by the Mayor's Office of Housing into Chinese, Spanish, Tagalog, and Russian;
  • Working with housing providers to promote understanding of when a Social Security number is required for families to obtain housing;
  • Clarifying the rights and responsibilities of immigrant applicants and tenants with Section 8 vouchers and in public housing;
  • Translating centralized affordable housing information for the City/County; and
  • Collaborating with housing advocacy and community groups to conduct training and distribute fair housing information to various language communities.
