Tuggle, who heads up the housing-law unit at Southeast Louisiana Legal Services, has for years been a thorn in HANO's side, challenging agency officials on individual tenant problems and criticizing them publicly for broader policy mistakes, including an incomprehensible Section 8 voucher application process, a decision to relocate the voucher office across the Mississippi River from most renters, the agency's inability to help former residents transfer their vouchers back to New Orleans and its slow progress rebuilding the four big public-housing complexes demolished after Katrina. Then came David Gilmore and his 12 person turnaround team, who the U.S. Department of Housing and Urban Development hired late last year after a series of scandals and embarrassments at HANO. The new team started work in November. At some point, Tuggle said she started believing that HANO "was finally pointed in the right direction." Gilmore said HANO scored big with this hire. "I can count on the fingers of one hand the number of times that I have been this excited about the announcement of a staff appointment," Gilmore said. "This is one of those rare times."
