Housing Rights of People with Limited English Proficiency
NHLP’s initiative on Housing People with Limited English Proficiency (LEP) seeks to advance language access to federally assisted housing by enforcing HUD regulations under Title VI of the Civil Rights Act. Under these regulations, housing authorities and federally assisted landlords are required to develop language access plans and to provide residents and applicants with linguistically-accessible leases, applications, and other important documents pertinent to their occupancy in federally-assisted housing. Anecdotal information suggests that few housing authorities or landlords have adequate language access plans and many do little to ensure access to linguistically diverse applicants and the housing security of their LEP residents.
