Rep. Carrie Meek of Miami introduced a bill to improve targeting of CDBG to "low income" people, and to further improve targeting of CDBG to lower income people. In this thread are a number of initial items, including a one-page synopsis, a 3 page "highlights", a 16-page detailed description, and a sample comment letter.
