On August 11, 2000 the DOJ published an Executive Order giving all federal agencies 120 days to come up with multi-lingual notice policies for themselves and their grantees and contractors, saying that this was required under Title VI of the Civil Rights Act, as a protection based on "national origin".
The Order gives the factors that each agency must review in order to come up with a policy.
In the housing area, this Order will require HUD in the next few months to develop policies for multi-lingual notices, both or either oral and written, not just for the agencies, but for all grantees including PHAs.
A tenant group that I am working with having a significant Hispanic population has been fussing with its housing authority for almost a year on this issue.
Rather than waiting for HUD to develop a proposed rule and publish it,I thought that a group of concerned attorneys in this area should develop some proposals shortly to send to Sec. Cuomo to sort of beat the clock on this issue. We could have more impact making some proposals now rather than waiting.
