This isn't directly responsive, but I hope will be helpful --
1. see Richmond Tenants Org v. Kemp, 956 f.2d 1300. My recollection is that we brief USHA arguments, though they weren't the basis for the decision. I assume that you could get the briefs from the Clearinghouse.
2. There was litigation in DC about 10 years ago when someone (perhaps DC police) thought that they could go into a shelter to give tb tests or to serve warrants. I think one of the big firms did the suit pro bono. A person who would remember is Patty Mullahy Fugere, 202 872 8958.
