My recollection is that Pine Tree Legal Assistance in Maine did some litigation on Section 8 termination/hearing procedures, and they have some sort of consent decree on the subject (involving the Portland, ME Housing Authority). I believe that training of hearing officers was part of their settlement. You could call the Litigation Director at their Portland office--they may have materials which would be useful to you.
