For advocates not attending the HUD meeting of June 28, 2000 (in person or on the phone) regarding the REAC Income Verification, a short summary of the agreements.
Agreements reached at the HUD meeting (June 28,2000).
1. HUD agrees that there will be no retroactive adjustment of rents for tenants. HUD admits that the Guide in its present form (release 1.7 (June 9, 2000), does not reflect that agreement.
2. The no retroactive adjustments will be the policy until HUD provides notice to all tenants nationwide of the income verification program.
3. HUD will suspend all current efforts, including training on the income verification program until the Guide is revised again. HUD will also hold up sending out the 154,000 letters that have not been sent out to tenants and POAs. (FYI 61,000 letters to tenants and POAs have been sent out.) HUD will post on its website that it is suspending the income verification program until further notice and will post on the website that the Guide will be revised and that no POA should follow older versions of it.
4. HUD wants comments on the Guide as it exists in the 1.7 version no later than Thursday, July 8.
5. HUD will pull chapter 3 of the Guide (Release 1.7) except for 3.1 and 3.5 and will rewrite those sections of the chapter. (In the meeting, HUD stated that the version of the Guide 1.7 had been pulled, but it has not been pulled as of close of business June 28, 2000.) It is the remainder of the Guide on which HUD is seeking comments.
6. Advocates will have an opportunity to review the Guide in its next version (Release 1.8) before it is posted on the HUD website. It is anticipated that the next release of the Guide (Release 1.8) will be available for review by advocates by Monday July 10.
