Thanks for your extensive comments. I went to the REAC website just a minute ago and found that they have posted a newer update Income Discrepancy Resolution Guide, Version 1.0 Release 1.7 dated June 9, 2000. (The revised Guide was not posted on June 9 as I down loaded the Guide dated March 2000 on June 16.) A very quick review shows that they have made some corrections to some of the Guidance but the overall thrust remains the same. For example, "Chapter 3, Administrative and Legal Actions" appears to be pretty much the same. Chapter 3 remains a guidance to PHAs, owners and agents on how to collect the discrepancy rent and how to evict tenants or terminate assistance for failure to pay the back rent and how much of what they recoup from a tenant they can retain.
