It's been a number of years, but in 1993 or 1994 I was successful in raising objections with HUD to what was then the Comprehensive Plan. There was a military base closure in Denver and homeless groups had requested over 200 units of housing, which the community opposed. The city failed to address this potential housing resource at all in its Plan, with the impact of preventing the homeless groups from seeking other money for the housing if the other money required conformity with the Comprehensive Plan. My comments to the city were quickly dismissed, so I wrote to the HUD regional director, stating that, due to this omission, the Comp Plan did not comply with federal regulations and therefore should not be approved. Based on my objection, the regional HUD office sent the Plan back to the city, requiring that the city address the issue. The City made the requested changes.
