I agree with your interpretation, and this is what I advise people in the trainings that I've done here with providers & advocates. The exception, of course, is McKinney Section 8 moderate rehabilitation housing, which does impose the restrictions.
Similarly, these McKinney programs (again, with the exception of Section 8 mod rehab) ARE NOT SUBJECT to HUD's one-strike screening regulations--however, providers can come up with their own policies.
