HUD originally made direct loans and subsequently made capital grants
to nonprofit sponsors for the construction or substantial rehabilitation
of rental housing for elderly people or persons with disabilities. In 1990,
this program was revised into the supportive housing for elderly people
and for persons with disabilities programs. Financial assistance is now
in the form of a capital advance for 40 years that is non-repayable and
interest-free so long as the project is available for very low -income
elderly persons and rental assistance is provided through a 20 -year renewable
contract to subsidize shortfalls in project income from dwelling unit rents.
