Certificate and Voucher Merger Postponed to October 1, 1999

The merger of the Certificate and Voucher programs, which will create a single tenant- based voucher program, has been postponed by HUD from August 12 to October 1, 1999. HUD published the interim rules for the merger on May 14. In a notice published in the Federal Register on August 11, HUD delayed the effective date (64 Fed. Reg. 43,613). HUD’s reason for the delay was to give public housing authorities more time to prepare for the implementation of the program and to revise their computer software programs to accommodate changes in the subsidy formula.

Submission of First PHA Plans Delayed to December 1, 1999 and Website on PHA Plans Announced

HUD has delayed the date by which PHAs whose fiscal years start on January 1, 2000 have to submit their annual and 5-year plans from October 18, 1999 to December 1, 1999. This announcement can be found in PIH Notice 99-33, published on July 30, 1999.

In the same notice HUD announced that it was establishing a PHA Plan website that will become a primary resource for information on PHA plans. The site currently contains an electronic PHA Plan template and will contain copies of HUD-approved PHA plans. The site can be accessed at http://www.hud.gov/pih/pha/plans/phaps-home.html
