Packet Available on Training and Earned Income Disregards
In certain circumstances, Section 8 and public housing tenants are entitled
to have excluded from their incomes those payments and earnings they receive
while participating in training programs — and sometimes for 18 months
thereafter — when their rents are calculated. The January Housing Law
Bulletin includes an article explaining how the rules work. See
Earned Income Disregards for Public Housing Tenants, 28 HOUS. L. BULL.
1 (Jan. 1998). HUD also issued a notice to all housing authorities in January,
explaining the rules. HUD Notice PIH 98-2, Treatment of Income Received
from Training Programs (Jan. 12, 1998).
The Housing Law Project has put together a packet of materials to be
